The problem of developing a quantitative reliability requirement suitable for inclusion in part specifications has required the development of a new fundamental approach to the specification preparation process. Unlike other quality characteristics, reliability cannot be defined at the time a specification is issued and can be expected to improve as the state-of-the-art advances but at no predictable rate. With the development of the multilevel reliability requirement, specifications can be written that anticipate product improvement and do not become obsolete almost before they can be issued.
