Recommendations are made for obtaining complete, accurate, and timely problem definition from the field.
A system for identifying cause and responsibility for solution, and improving the efficiency of arriving at a satisfactory solution is recommended for “vital few” problems.
A task force approach for solving “trivial many” problems is recommended.
