Optimization of the GPS Flight Operations for the Space Shuttle 851862
This report presents the results of a study performed in order to analyze and develop the most effective means of supporting the NAVSTAR Global Positioning System satellite (GPS) program interfaces with the Space Transportation System (STS). The approach to this study was to look at the various methods in planning, organizing, manning, and implementing the GPS STS operations support team. The major emphasis in this report is the background of the GPS program, STS commercial and DOD STS operations, and the organizational options that were available from which a decision was made and is being implemented. Our conclusion was that a modification to the existing DOD mission operations concept will not only maintain the integrity and maximize the effectiveness of the GPS operations control team but will also minimize the manning and maximize the use of the NASA standard services to STS customers.
