When a fundamental change is made in an airspace, such as a reduction in the minimum separation between aircraft, it is essential to develop requirements to ensure safe implementation. The need for system performance monitoring must be assessed.
This paper addresses monitoring in the North Atlantic (NAT) minimum navigation performance specification (MNPS) airspace as it is currently performed and the development of monitoring requirements for a 1,000-foot vertical separation minimum above flight level (FL) 290.
