The Space Division of North American Rockwell has developed a system of cost/design performance management which ensures that cost is given primary consideration in all design activities during the system-definition phase of large, complex aerospace programs. This management tool incorporates the cost-objective approach to define a program that is cost-effective. Both the concept and its implementation are described in this paper.
