While payloads and speeds have greatly increased and freight rates have become vastly more complex, other aspects of air cargo transportation have evolved as adjuncts to passenger service, without guidance. If this adjunct status is to change, a different direction must be taken. Intentional separation of air cargo from passenger service is proposed, with different constraints, airplanes, airport facilities, and airworthiness conditions (as are now the case with civil vs. military flying). Worldwide changes are proposed together with specific Middle Eastern applications resulting from inadequate surface transportation and harbor facilities.
